Describe the Bug with repro steps

Open an existing Logic App in the Designer within the Azure portal.
Locate an existing "Scope" action in the workflow.
Within this "Scope," click "Add an action."
Search for "SharePoint" in the action search bar.
Select the "Create file" action.

6. Observe that the Logic App fails when attempting to add the "Create file" action.
