Document redeployment issues

Is your feature request related to a problem? Please describe.
The documentation could be expanded by including the limitations around redeployment over the top of existing resources.

Describe the solution you'd like
Simple documentation around the resource locks restricting redeployment and constraints such as deleting a subnet before all resources have been disassociated or deleted. Both of these examples can be found by deploying a hub when an existing deployment already exists.

Document either in known issues or as a separate page and link to any deployment guides.

Describe alternatives you've considered
Build an option to remove the locks on deployment.
Dig into the resources being deleted and investigate the dependency chain.
Both take time that the documentation can be a substitute for initially.
