Rectify the content type for produces/consumes #5072

According to the decision of Azure/typespec-azure#2124, we shouldn't have a header called accept.

Expected behavior:
produces in swagger => contenttype header in response
consumes in swagger => contenttype header in request

pshao25 added the openapi-to-tsp label
