Use of az capi install is unclear

To a new user it's not obvious what az capi install does. It sounds like the kind of command you should just run first, but in reality it's called when needed by other commands and was only made a separate command to help with some troubleshooting scenarios.

We should clarify this in the help message if possible, or maybe reconsider its necessity.
