Clarify which arguments are optional and which are required

It's not totally clear in az capi create -h that some arguments actually have defaults and aren't required. It should be easy to see with a quick scan of the help text which arguments are required.

For example:

• ssh-public-key
• management-cluster-name
• resource-group
• vnet-name
• (probably others)
