az capi needs (probably separate, standalone) documentation that shows how a user might bootstrap their user-defined template, and which environment variables az capi create will populate for them.

We should also clarify that it's ok to use other, unexpected variables in a user-defined template as long as they are set in the environment before running az capi create --template.
