When the
--pivotflag is specified,az capi createshould create a temporary management cluster whichever way is fastest (local) instead of prompting the user where the management cluster should be created.In the case of a pivot, the inital bootstrap cluster used as management cluster is only temporary and will be deleted after the pivot. As a user, I shouldn't have to care where/how it gets created, just select the best/fastest way for me.
