Assign VM and Hybrid VM initiatives to Platform MG

This PR fixes/adds/changes/removes

1. Adds assignment for both VM and Hybrid VM initiative at the Platform MG level

2. Updates the relevant documentation

3. Updates the remediation script
4. Removes the unnecessary delay in the alzArm.json template
5. Adds the removal of old AGs and APRs to the maintenance script in line with the consolidation operation started on last release
6. Moves the unused script (those which have been consolidated) into a folder to be definitely removed later on
