Description of the new feature

Related command
New-AzCapacityReservationGroup

Is your feature request related to a problem? Please describe.
This is related to the new feature Open Capacity Reservation. This is the first change to support the feature. This must be for versions 2024-11-01 or newer.

Describe the solution you'd like
Today, all capacity reservation groups are "targeted". This introduces a new type (Open) that will eventually support new capabilites.
There should be an input named "CapacityReservationGroupType" that specifies that capacity reservation group type (either open or targeted). This type cannot be modified after creation.
