Microsoft.DocumentDB databaseAccounts - Properties.Capabilities are not being update

Hello,

When using 'Microsoft.DocumentDB/databaseAccounts@2023-04-15' bicep, the capabilities are applied upon creation but not when updating an existing resource. Is this intentional or by design?
