use-recent-module-versions rule name should reflect avm modules

Hello,

The rule name should clearly indicate its focus on AVM modules, as mentioned: "Non-Azure Verified Modules are retired from the public module registry" (source).

Also, if you look at PR #14309 for this rule, there are a lot of AVM references in the comments.
