how to set http proxy and https proxy in journey

For the most part, how you do something in Journey is going to be how you do it in JCEF/CEF. I've never used the functionality you're looking for but a quick search brought up this link: https://bitbucket.org/chromiumembedded/cef/wiki/GeneralUsage#markdown-header-proxy-resolution
There appears to be a way to dynamically set these preferences but I'm not sure how well that's supported in Journey/JCEF.
If the command line approach works for you, you'll need to change the arguments you send to: https://github.com/CodeBrig/Journey/blob/d255eb0a51acca829739863956ca215f778ee7d2/src/main/java/com/codebrig/journey/JourneyBrowserView.java#L74
