Update Slicer version

What's the problem this feature will solve?

Cell Locator is currently based on an outdated version of Slicer from 2021 ([email protected]). This outdated base creates several limitations:

• Incompatibility with modern development tools, such as the latest versions of Visual Studio.
• Missed performance improvements such as ENH: Increase maximum number of colors loaded from colortable files Slicer/Slicer#6358.

Describe the solution you'd like

Upgrade the Slicer version used by Cell Locator to the latest stable release or an appropriate modern version. This process will include the following steps:

1. Create a new Cell Locator branch in the KitwareMedical/Slicer fork.

2. Update CMakeLists.txt to reference the updated branch.

3. Identify and address any API changes introduced in the updated Slicer version to ensure compatibility with Cell Locator.

4. Verify that the updated Cell Locator builds successfully, perform testing to ensure that functionality and performance are retained.
