Report "file not found" instead of "could not be parsed" when opening a nonexistant file #68

To Reproduce

  1. File -> Import Mod File
  2. Type in some filename that doesn't exist, hit OK

Instead of a "file not found" error, BLCMM throws up a dialog saying it "could not be parsed," which is a pretty lousy error message.
