Problem:
The Belgica missing Admiral's Flag ability

Expected:
Should have the Admiral's Flag ability allowing it to become a Flagship

Additional Info:
Dystopian Wars 3.0 Enlightened Orbat 3.0.7

"Admiral's Flag" ability is managed has specific Flagship choice.
The Belgica can be chosen as Flagship of the Enlightened Faction Battlefleet
