Depending on the design choose a theme to make a subtheme of. I usually use basis, but there could be a better fit depending on what the design of the site is.

Currently there is a HACK of core in the https://github.com/Backdrop4Good/blm2020/blob/master/web/core/themes/basis/templates/page.tpl.php#L4 file.

We need to get a subtheme and remove the HACK and put it in as a subtheme override.

@laryn any preference to parent theme? I usually use basis, but others are fine if you have a preference.

@rick02840 I merged your early theme work in and imported the system config. (I had to enable the theme in the UI before the config import worked to set the theme to the new subtheme).
