Fourth needle animation speed

Slow down the animation on the fourth/answer needle.
Initial acceleration feels right, top speed is maybe 30% too fast, and the end/selection/bounce is a little too abrupt - want to ease out more gradually (start the ease out earlier?) and reduce the bounce so that it feels more like a 'settling into place'.
