Naming consistency for refractory period

The refractory period in IntFire is named "refractoryPeriod" whereas in SpikeGen and RandSpike it is "refractT". Also, abosolute refractory time in SpikeGen is named "abs_refract".
While there may be a semantic difference between refractory period of a neuron model and the refractory time of a spike generator, the last one breaks the camelCase convention in the rest of moose.
