Use of organism keys

We will need to produce a set of rules with organism keys while still enabling the TVH-based rules to be available, at least for the short-term. A new branch will be needed to hold the org_key rules.

Where anomalies arise between org_key and TVK, Robin to make a decision over which taxon to link to, and keep track of these decisions so that we can subsequently confirm them with the relevant schemes. Aim is to set up an issue for this in github, and then link any commits to the issue using a # cross-reference to enable them to be tracked.

May be best to have a separate issue for each taxon group/scheme.
