Describe the bug

The HTML lang attribute on Janeway webpages needs to change when the page is rendered in a specific language.

janeway/src/themes/OLH/templates/core/base.html

<html class="no-js" lang="en">

This helps browsers and assistive tech know what language the content is in.

Solution

Change this value depending on the value of request.current_language from middleware.
