Use case example:

SLP dividends should be paid based on a confirmed blockheight, but users are more concerned with date and time.

While dividends will probably officially be paid based on blockheight, giving snapshots available by last confirmed block at a certain time would have front-end applications (e.g. date picker for dividend calculator).
