Make badges and boos adhere to reduced motion settings

Some users have trouble with moving images. The "reduced motion" browser/operating system setting is meant to turn off animations. Currently, I have reduced motion turned on, and I still see animations.

This issue is specifically for the little floating ghosts with Santa hats on the main page, plus the animated shine on "New" and "OP" badges on replies. Ublock Origin is able to completely remove the "New" and "OP" badges, which makes threads more accessible but removes some functionality. I don't know of a duct-tape solution for the little floating ghosts.
