Default language selection doesn't respect Steam setting for it

Describe the bug
(Happened in Demo:) When I start the game, it defaults to the language of my OS (here: German), not to the language I set in Steam for my preferred language in games (here: English).

To Reproduce
Steps to reproduce the behavior:
1: Have your OS set to one language.
2: Have Steam set to a different preferred language.
3: Start game for the first time and see the wrong default language.

Expected behavior
The game should respect the wish of the player regarding their preferred game language according to Steam.

Follow-up Bug:

When changing the language ingame (here: German to English), the tips at the bottom of the title screen are still in the old language (here: German).

Thank you for the bug report. In the latest build I've added a game restart when the language is changed.

I'm not sure when I'll get to integrating with Steams language selection API.
