Add different criteria to vote on submissions

Instead of having 1 single overall evaluation, it would be nice to have different evaluation criteria, that we could define somewhere, so each voter has to vote all defined criteria, and each submission gets a final result based on the avg of all the criteria votes.

Examples of criteria we could have defined, and forks can tweak it however they want:

• Code
• UX
• Doc/Video
• Completeness
• Impact
• Innovation

In the UI, having extra rows of stars with the criteria name of each one, could probably work.

If forks just want one criteria, they could define "Overall" criteria or something like that.
