It seems like Issue #21 should probably be done first.

Some minor restructuring would also be needed for this repo to be an extension gem similar to NREL hosted measure repositories.

Let's revisit # 21 later. This issue can be closed by BuildingComponentLibrary/bcl-manifest#10.
