It is possible to specify a channel that should be used as the first hop, and I believe lnd makes use of this information even if there are other channels to the same peer. However, users might prefer the option to enter a pubkey instead of a channel ID, for example if there's only one channel to that peer. If there is more than one channel to that peer, rebalance-lnd could automatically pick the channel that has the most local liquidity (or highest ratio?).
