Do not try to get changelog for devel versions

Currently devel versions repeatedly attempt to download the changelog

Latest release at the time of writing is 0.4.9.4:

Does it actually repeatedly re-download it even when it gets it correctly?
Would be a good idea to add a debug call there when patching this and ensure it works correctly.
