Dependabot PRs fail on missing Az credentials, as dependabot does not have access to secrets scoped to repo or GHAs.
To resolve this we need to collect the Az variables and set them as dependabot-scoped secrets in GH settings.

DoD: Dependabot's PRs don't fail on the "Build Backend" step of .github/workflows/build_hub.yml
