Delete button confusing

At first glance the purpose of the “Delete” button on the “My Datasets” list is not clear. I assume it is there to delete a dataset description that has no associated data sets. I didn’t see an explanation (but could have missed it!) in the documentation about not being able to delete data sets once they are submitted.

Fix: add tool tip to "action" column header on my datasets page
