Submitting a ticket while not logged in causes duplicate tickets to be created #615

Describe the bug
When users submit a ticket through the contact form while not logged in, duplicate tickets appear in the system.

To Reproduce

  1. Go to https://dmptool.org/contact-us
  2. Do not log in
  3. Fill out the form
  4. Open Freshdesk as a UC3 agent
  5. Observe the two tickets that have been created

Expected behavior
Only one ticket should be created per form submission

Additional context
Most tickets seem to come in as duplicates, sometimes even triplicates. There could be additional causes or factors as well.
