Give user error message if they try to publish a DMP Template missing questions #622

If admins try to Publish a template and they have sections without questions in them, the template will not publish, but the user isn't told why, so they don't know how to correct it and think it's a bug. This leads to support tickets and confusion.

We should have messaging if a user tries to publish so they know what's wrong, something like this at the top of the page:

If there are any other restrictions, those should be other things that could appear.

Steps:

  1. Find an unpublished template
  2. Add a new Section
  3. Add text to the Section but no Questions
  4. Save the Template
  5. Go to Templates Dashboard and search for this template
  6. Click in Actions and click Publish
  7. Note that it remains Unpublished and there is no feedback
