Feedback on template builder wireframes

Process feedback provided by CDL and make any amends to the wireframes for the Template Builder flows.

@cazinc I added a few comments on the flow for this. I'd like those addressed or answered before we close even if we don't make changes to all of them.

Hi @bofstein I've just gone through and answered your questions in Figma. All were cut and dried changes except the one about the RTF question type - see my comments in Figma and let me know what you think.

Thanks @cazinc for all the changes. I left a few more comments on the "add question" page to talk about - I like the new version a lot but could use some minor more edits. Also changing the "Archive template" option to be consistent with other deletion buttons and not on the same level right next to Publish template. And a couple more small questions or comments left.
