[SPIKE] Consider needs for Conditional Logic for templates

We want to have conditional logic on questions and sections. Unlike in the current tool where it works on the condition (e.g. on question 1, add logic that says to hide future questions based on selection), it would be clearer to have it on the display itself.

So for Question 2, it would have logic that says to hide it based on prior answer. That way its easy to do for whole Sections too.

This ticket is to think through all the things we need for this outcome and write out the frontend and backend tickets for it.
