noMethod error occurs when a csv link is clicked while a merritt.manifest.csv file present on the Ingest Workspace listing page #2135

This only occurs when two conditions are met:

  1. A merritt.metadata.csv file is present within a Directories entry on the listing page.
  2. You click any "csv" link under the Manifest Options section of the listing page.

If those conditions are met, the following error occurs:

NoMethodError at /BATCH_11/batch.depth1.csv
undefined method `encode' for #<StringIO:0x00007fa1ffe2b6b8>
file: s3-server.rb location: return_string line: 128
