The following files have strange encodings, which are unreadable in certain applications:

$ file ControlsAssessmentSpecification/*/*.rst | grep Non-ISO
ControlsAssessmentSpecification/control-3/control-3.8.rst: Non-ISO extended-ASCII text, with CRLF line terminators
ControlsAssessmentSpecification/control-4/control-4.12.rst: Non-ISO extended-ASCII text, with CRLF line terminators
ControlsAssessmentSpecification/control-9/control-9.6.rst: Non-ISO extended-ASCII text, with CRLF line terminators

Could they be fixed? I think it's just a few special characters that are causing this issue.
