NVDA is announcing each SVG graphic link twice in the DS-healthcare-gov footer. A solution to fix this would be to add a sibling <span class="ds-u-visibility--screen-reader">TITLE TEXT</span> element as outlined here: https://simplyaccessible.com/article/7-solutions-svgs/#acc-heading-3

This would mean removing the <title> and aria-labelledby from the SVG, and retesting with the big 3 screen reader + browser combinations.
