Add SIPPY to PyPI #2

It would be convenient to be able to install SIPPY using pip. To do this all that needs to be done is to upload the library to the Python Package Index (PyPI). Because a setup.py file is already part of the repository this can be done very easily by following the Python Packaging Tutorial and starting at the "Generating Distribution Archives" step.

Thanks for the suggestion. At the moment there is a problem with the control package installation that seems not compatible with py3.6. This produce an error when testing the file from test.pypi.org.

Hi, I wanted to bump the issue. control v0.8.2 seems to work fine with python 3.6 and https://test.pypi.org/project/SIPPY-cpclab3/ seems to work for me. Anything we can do to get this in to PyPI?
