Originally opened as CPSSD/cerberus#335

Currently once a job is scheduled its impossible to cancel it. If a job is going to fail, it locks the user out of the cluster for some time until all tasks fail and are not restarted any more.

We should have an API call to cancel jobs and tasks.

Support added in the mapreduce.proto some time ago.
