Shouldn't any user be able to make a project?

Depends on what kind of system you want. If you want something GitHub-esque then yes, but if you want a system like the CS GitLab instance then admin-only is the way to go.

If you want to define extra privileges, such as one that allows the creation of projects, a protocol extension file would let HCI groups handle them. I think our group would be up for additional privileges.
