Redirect old site CVE Record URLs to new site

I appreciate that migrating from old (cve.mite.org) to new (cve.org) is a significant undertaking. This issue is just requesting one step in that transition.

Redirect https://cve.mitre.org/cgi-bin/cvename.cgi?name=${cveId} to https://www.cve.org/CVERecord?id=${$cveId}

Example:

https://cve.mitre.org/cgi-bin/cvename.cgi?name=CVE-2024-39717 --> https://www.cve.org/CVERecord?id=CVE-2024-39717
