Fix “Jump to Navigation” activation

Current State

When using the keyboard to navigation, the first focus is on “Jump to Navigation”, which is available to bypass blocks of content that are repeated on multiple Web pages. So far so good, except in I activate is, the URL changes to https://elmcip.net/#main-menu but the focus does not actually move and still runs through all the components in the header.

Proposed changes to meet the success criteria

1. I am assuming this problem occurs because the “main menu” of the page lacks a #main-menu id because I cannot find that in the code where I expected it. If this is the only problem is should be easy to fix by just adding the id.
2. I also want to suggest using a similar bypass block for the different tables on the main page because they have so many links, but that is a later concern.
