Dublin Core has a "rights" field that it would be nice to capture in the standard OAI harvester schema transformer for SHARE, but the format of the contents of that rights field is highly variable. It would fit nicely into the "description" field of the license element, but as the current schema stands the description cannot be included without a URI, and the URI is currently required in the schema.
Proposed solution:
The URI field no longer be required, and let the schema just have a description element if that is all the information that is available (such as with all of the harvesters providing metadata in DublinCore format)
