Scenario: Validate the option to create a pure proxy is shown for supported networks and an unsupported warning banner is shown when it isn't supported

Acceptance Criteria:

  • New cypress tests are added, suggestions:
    • can see the pure proxy checkbox when a network supports proxies
    • can see the unsupported proxy warning banner when Moonbeam is selected
    • can see the unsupported proxy warning banner when Joystream is selected
