Get right state version when executing StateRequestProvider

Issue summary

Currently we are assuming that V1 is the right state version but it could be wrong.

Implementation details

We need to get the right state version when requesting the required state but we don't know how to implement it because the state version is also stored as part of the state, so this task is a mix of investigation + implementation task
