The initial revision of the question was reported by Smokey, and someone edited it to remove garbage. Now FIRE shows a pencil in the dialog because the actual post is edited, when it should not have done, because the reported version wasn't.

I'm not sure I'd call this a bug. Perhaps call it an enhancement as to how FIRE displays this information.
IMO, we want FIRE to indicate both that a post was edited prior to the report and after the report. Knowing that information may have an impact on how users flag the post and/or if they go to the post. One of the ways that I'd intended to indicate that is to have the pencil before the title if it was edited prior to the detection and after the title if edited after the detection.
