Duplicate parameters not handled

During adding a problem, command "addprob n/First n/Second" results in Second problem being added, duplicate parameters are not handled.

Team's Response

The policy of how AlgoBase treats duplicate parameters is clearly specified at the beginning of the UG:

Thus the behavior is expected as the last occurences of the parameters are valid.

Severity downgraded to Low since normal usage is not affected.

Type is changed to FeatureFlaw since this is the expected behavior from UG.
