Add interchaintest v7 to the repo like Juno

A nice to have would be to auto tag Docker images on releases too to ghcr, but this is not a requirement (can just docker save image > image.tar for upgrades)

test coverage:

  • ibc-transfers (between 2 huahua chains)
  • upgrade (from ghcr / saved image) to latest commit and contract execution after
  • state_sync?
  • any modules in x/
