For the first version of caseID, we do not need to support "Link User" and "New entry" as it was originally implemented. Please comment out those buttons. We should be able to turn them back on in the future

To navigate from admin panel landing page, manager or coordinator can select cases, select a case (actions column should be removed), and then see a list of applets the manager/ coordinator have access to that are associated with the case.
