CaseID: Remove Case Password Requirements

In our first version, we support the feature where an admin can export or view all of the caseID data from different applets at one time. The drawback is that the admin needs to create a new caseID password and link it to the applet password for every applet associated with a case.

Please remove the CaseID password requirement for creating a case, adding applets to case, exporting data and viewing case.
