Expand Modules API

• Add documentation for which events can be subscribed to. (Involves writing a file parser)
• Add tests for modules being able to define access levels (e.g. mediator cannot fill in maritime collision form)
• Add tests for modules being able to define actions on the basis of dispute types (e.g. maritime collision form should not be available until dispute lifespan is negotiated).
